SUMMARY OF ACTIONS TAKEN AT AUGUST 8, 2011 MEETING
At its meeting on August 8, 2011, the San Francisco Ethics Commission took the following action:
- Received public comment and continued its deliberations of a draft response to the 2010-2011 Civil Grand Jury report, “San Francisco Ethics Commission: the Sleeping Watch Dog.” By a vote of 5-0, the Commission approved the draft response with modifications. The response is due within 60 days of the issuance of the report, which occurred on June 20, 2011.
- Considered a memorandum from Executive Director John St. Croix regarding the Progress for All Committee and Support Drafting Ed Lee for Mayor 2011 Committee, committees formed to urge Interim Mayor Ed Lee to run for Mayor. The Commission, after considering public comment and deliberations, determined by a vote of 5-0 that Interim Mayor Lee was not a candidate within the meaning of the Political Reform Act by virtue of his appointed office. It also held that persons who worked on or volunteered on the committees are not necessarily prohibited from working or volunteering on the Mayor Lee candidate committee. However, should facts surface that coordination occurred between Mayor Lee and such committees, such allegations will be investigated under the Commission’s enforcement regulations. The Commission also instructed staff to develop legislation or regulations to provide guidance in this area.
The Commission’s next regularly scheduled meeting will be held on Monday, September 12, 2011, at 5:30 p.m. in Room 408 City Hall.

The Ethics Commission, established in November 1993, serves the public, City employees and officials and candidates for public office through education and enforcement of ethics laws. Its duties include: filing and auditing of campaign finance disclosure statements, lobbyist and campaign consultant registration and regulation, administration of the public financing program, whistleblower program, conflict of interest reporting, investigations and enforcement, education and training, advice giving and statistical reporting.
