Filing Disclosure Statements Online
By the fifteenth day of every month, an expenditure lobbyist is required to disclose on electronic reports lobbying activity during the prior calendar month to the Ethics Commission. This includes information about: payments to influence, total payments and matters lobbied, and political contributions of $100 or more made or raised. The monthly lobbyist report must be filed even if you have no activity to report. Failure to timely file the report may result in late fees.
Filings that are due to the Commission on a Saturday, Sunday, or City-recognized holiday but filed no later than the next business day will not be assessed late filing fees. The monthly disclosures are different from the registration requirements.
Employment Statements
- An expenditure lobbyist must also electronically file an employment statement if the individual or entity employs or induces a client to employ a City officer, an immediate family member or registered domestic partner of any City officer, or a person known to be a full-time employee of the City in any capacity. An expenditure lobbyist must also file a statement if one of his or her employee is appointed to a City office. Statements must be electronically filed within ten days of the employment or appointment.
Termination
A registered expenditure lobbyist may terminate registration and monthly reporting obligations by filing a final monthly SFEC Form 2110B, indicating the report is a termination statement. An expenditure lobbyist can only terminate after it ceases all expenditure lobbyist activity. The Ethics Commission will automatically terminate the registration of an expenditure lobbyist that fails to pay the annual registration fee by February 1.
Late Fees
Reports filed late are subject to a late fee of $50 per day.
Record Keeping
Expenditure lobbyists must also retain documents to substantiate their reporting for five years.
