SF ETHICS COMMISSION ANNOUNCES THAT THE INDIVIDUAL EXPENDITURE CEILING HAS BEEN RAISED FOR CANDIDATES FOR THE BOARD OF SUPERVISORS IN DISTRICTS 1, 3, 5 AND 7
In District 1, the San Francisco Ethics Commission raised the Individual Expenditure Ceiling of two publicly financed candidates. The Individual Expenditure Ceiling for Eric Mar was raised to 970,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of David Lee in District 1 plus the Total Opposition Spending against Eric Mar totaled $975,250.
The San Francisco Ethics Commission raised the Individual Expenditure Ceiling of another publicly financed candidate in District 1, David Lee, to $440,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of Eric Mar in District 1 plus the Total Opposition Spending against David Lee totaled $448,435.
In District 3, the San Francisco Ethics Commission raised the Individual Expenditure Ceiling of one publicly financed candidate. The Individual Expenditure Ceiling for Joe Butler was raised to 260,000, because the Total Supportive Funds of David Chiu in District 3 totaled $266,981.
In District 5, the Commission raised the Individual Expenditure Ceiling of five publicly financed candidates. The Individual Expenditure Ceiling for Christina Olague was raised to $530,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of London Breed in District 5 plus the Total Opposition Spending against Christina Olague totaled $531,916.
The Commission raised the Individual Expenditure Ceiling of Julian Davis to $430,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of London Breed in District 5 plus the Total Opposition Spending against Julian Davis totaled $436,469.
The Commission raised the Individual Expenditure London Breed to $290,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of Christina Olague in District 5 plus the Total Opposition Spending against London Breed totaled $290,304.
The Commission also raised the Individual Expenditure Ceiling of two other publicly financed candidates in District 5, John Rizzo and Thea Selby, to $420,000. The Individual Expenditure Ceiling for these candidates was raised because on November 6, 2012, the Total Supportive Funds of London Breed in District 5 totaled $427,900.
In District 7, the Commission raised the Individual Expenditure Ceiling of three publicly financed candidates. The Individual Expenditure Ceiling for F.X. Crowely and Joel Engardio was raised to $450,000. The Individual Expenditure Ceiling for these candidates was raised because on November 6, 2012, the Total Supportive Funds of Michael Garcia in District 7 totaled $452,712.
The Commission raised the Individual Expenditure Ceiling of Norman Yee to $470,000. The Individual Expenditure Ceiling for this candidate was raised because on November 6, 2012, the Total Supportive Funds of Michael Garcia in District 7 plus the Total Opposition Spending against Norman Yee totaled $475,986.
Accordingly, by law, the Ethics Commission was required to raise the Individual Expenditure Ceiling of these publicly financed candidates in Districts 1, 3, 5 and 7.
A table reflecting the Individual Expenditure Ceilings of all publicly financed candidates is updated as ceilings are adjusted and is posted on the Ethics Commission website at (https://www.sfethics.org/ethics/2012/05/campaign-finance-expenditure-ceilings-november-6-2012.html).
A candidate running for the Board of Supervisors who seeks public funding must abide by his or her Individual Expenditure Ceiling, which begins at $250,000, and may be raised in increments of $10,000 based on the sum of opposition spending against the participating candidate and the total supportive funds of the candidate’s opponents. A candidate is required to file Form SFEC-152(a)-2 within 24 hours of receiving contributions or making expenditures that equal or exceed $100,000 and for every $10,000 thereafter. Any person making independent expenditures, electioneering communications, or member communications that clearly identify a candidate for the Board of Supervisors is required to file a Third Party Disclosure Form within 24 hours of each time the person spends $5,000 or more per candidate.

The Ethics Commission, established in November 1993, serves the public, City employees and officials and candidates for public office through education and enforcement of ethics laws. Its duties include: filing and auditing of campaign finance disclosure statements, lobbyist and campaign consultant registration and regulation, administration of the public financing program, conflict of interests reporting, investigations and enforcement, education and training, advice giving and statistical reporting.
