Chair Yvonne Lee called the Meeting to order at 10:06am. With Commissioners Theis Finlev, Mike Romano, and Argemira Flórez-Feng participating, a quorum was present. Commissioner Bush was delayed due to technical issues and joined the meeting at 10:14 a.m.
Under Item 2, provided the opportunity for general public comment on matters not appearing on the Agenda but within the Ethics Commission’s subject matter jurisdiction.
Under its Consent Calendar, provided the opportunity for public comment on all consent calendar items and voted 4-0 to adopt a motion by Commissioner Romano and seconded by Commissioner Flórez-Feng to approve as presented Item 3, Resolution on Continuation of Remote/Hybrid Commission Meetings, and Item 4, Ethics Commission Updates for 2022 Biennial Conflict of Interests Code Review. Item 5, the August Executive Director’s Report, was provided for informational purposes only and required no action.
Under Item 6, discussed legislative proposals from the Board of Supervisors and the Mayor regarding City behested payments rules, including an updated staff report on a revised draft ordinance from Supervisor Peskin and the Mayor dated August 10. Following further discussion of amendments proposed by the Commission to the August 10 draft and after receiving public comment, voted 3-2 [with Romano Flórez-Feng in the dissent] to approve a motion by Commissioner Finlev and seconded by Chair Lee to adopt an amended August 10 draft ordinance.
Under Item 7, discussed possible items for future meetings.
Under Item 8, provided the additional opportunity for general public comment on matters not appearing on the agenda.
Under Item 9, adjourned the meeting at 12:43 pm.
Draft Minutes for the August 12, 2022 Regular Meeting will be available upon their completion and will be included on the Agenda for the Commission’s next Regular Meeting, which will be made available on the Commission’s website at sfethics.org.
