Chair Yvonne Lee called the Meeting to order at 9:34am. With Commissioners Theis Finlev and Argemira Flórez Feng participating, a quorum was present. Commissioners Yaman Salahi and David Tsai had excused absences.
Under Item 2, provided the opportunity for general public comment on matters not appearing on the agenda.
Items 3, 4, and 5 on the Consent Calendar were continued to a future meeting.
Under Item 6, heard an update and discussed the March 2024 Ethics Commission Ballot Measure focused on gifts, training, and other City ethics laws. The Commission unanimously (3-0) approved a motion by Chair Lee and seconded by Commissioner Finlev to explicitly authorize the Chair to submit a ballot argument and potentially a rebuttal argument to the Department of Elections on behalf of the Ethics Commission regarding the March 2024 ballot measure.
Item 7 was continued to a future meeting.
The Commission then took up Agenda Item 8(a) and provided the opportunity for public comment on Item 8(c) in the proposed closed session. Under Item 8(b), the Commission unanimously (3-0) approved a motion by Commissioner Finlev and seconded by Chair Lee to proceed into closed session regarding Executive Director recruitment.
The Commission moved into closed session at 9:45 am.
After reconvening in open session at 10:14 pm, the Commission unanimously (3-0) approved a motion by Commissioner Flórez Feng and seconded by Commissioner Finlev to not disclose matters discussed in closed session.
Item 9 was continued to a future meeting.
Under Item 10, provided additional opportunity for general public comment on matters not appearing on the agenda.
Under Item 11, thanked former-staff member Ronald Contreraz for his service to the Commission and adjourned the meeting at 10:18am.
Draft Minutes for the November 9, 2023, Regular Meeting will be available upon their completion and will be included on the Agenda for the Commission’s next Regular Meeting, which will be made available on the Commission’s website at sfethics.org.
