At its regular meeting on Friday, July 12, 2024, the San Francisco Ethics Commission will consider and possibly act on proposed amendments to the Ethics Commission’s campaign consultant regulations.
Section 1.540 of the Campaign & Governmental Conduct Code (C&GCC) permits the Ethics Commission to require campaign consultants to file their statements and reports electronically, if the Commission adopts regulations specifying that electronic filing is required.
The proposed regulations would make two changes to the regulations regarding campaign consultants:
- Campaign Consultants would be required to file statements and reports electronically in a format prescribed by the Ethics Commission; and
- Existing regulations permitting consultants to file Client Authorization Statements via facsimile would be removed, as the ability to fax in documents will no longer be necessary with electronic filing in place.
This change will allow the Ethics Commission to adopt a new, more streamlined electronic filing process for campaign consultants that consolidates many of the existing paper forms and simplifies the reporting process. This new process is currently being tested and would potentially go into effect in January of 2025.
This 10-day notice is provided under Charter Sec. 4.104 to encourage public comment on the proposals in advance of the Commission’s next meeting.
The Commission invites all input on the proposed regulations. Written comments can be sent via email to ethics.commission@sfgov.org. Written public comment received by 4:30 p.m. on Thursday, July 11, 2024, will be shared with the commissioners prior to the July 12, 2024 meeting. Opportunity for public comment will also be provided during the Commission’s meeting.
