Press Release – November 2, 2012 – SF Ethics Commission Announces that the Individual Expenditure Ceiling has been Raised for Candidates for the Board of Supervisors in Districts 1, 5, and 7

SF ETHICS COMMISSION ANNOUNCES THAT THE INDIVIDUAL EXPENDITURE CEILING HAS BEEN RAISED FOR CANDIDATES FOR THE BOARD OF SUPERVISORS IN DISTRICTS 1, 5 AND 7

In District 1, the San Francisco Ethics Commission raised the Individual Expenditure Ceiling of one publicly financed candidate, Eric Mar, to $850,000.  The Individual Expenditure Ceiling for this candidate was raised because on November 1, 2012, the Total Supportive Funds of David Lee in District 1 plus the Total Opposition Spending against Eric Mar totaled $852,094. 

In District 5, the Commission raised the Individual Expenditure Ceiling of five publicly financed candidates. The Individual Expenditure Ceiling for Christina Olague was raised to $440,000.   The Individual Expenditure Ceiling for this candidate was raised because on November 1, 2012, the Total Supportive Funds of London Breed in District 5 plus the Total Opposition Spending against Christina Olague totaled $444,836. 

The Commission raised the Individual Expenditure Ceiling of London Breed to $280,000.  The Individual Expenditure Ceiling for this candidate was raised because on November 1, 2012, the Total Supportive Funds of Christina Olague in District 5 plus the Total Opposition Spending against London Breed totaled $281,895. 

The Commission also raised the Individual Expenditure Ceiling of three other publicly financed candidates in District 5, Julian Davis, John Rizzo and Thea Selby, to $350,000.   The Individual Expenditure Ceiling for these candidates was raised because on November 1, 2012, the Total Supportive Funds of London Breed in District 5 totaled $357,369. 

In District 7, the Commission raised the Individual Expenditure Ceiling of one publicly financed candidate, Norman Yee, to $420,000.  The Individual Expenditure Ceiling for this candidate was raised because on November 1, 2012, the Total Supportive Funds of Michael Garcia in District 7 plus the Total Opposition Spending against Norman Yee totaled $422,515

Accordingly, by law, the Ethics Commission was required to raise the Individual Expenditure Ceiling of these publicly financed candidates in Districts 1, 5 and 7. 

A table reflecting the Individual Expenditure Ceilings of all publicly financed candidates is updated as ceilings are adjusted and is posted on the Ethics Commission website at (https://www.sfethics.org/ethics/2012/05/campaign-finance-expenditure-ceilings-november-6-2012.html).

A candidate running for the Board of Supervisors who seeks public funding must abide by his or her Individual Expenditure Ceiling, which begins at $250,000, and may be raised in increments of $10,000 based on the sum of opposition spending against the participating candidate and the total supportive funds of the candidate’s opponents.  A candidate is required to file Form SFEC-152(a)-2 within 24 hours of receiving contributions or making expenditures that equal or exceed $100,000 and for every $10,000 thereafter.  Any person making independent expenditures, electioneering communications, or member communications that clearly identify a candidate for the Board of Supervisors is required to file a Third Party Disclosure Form within 24 hours of each time the person spends $5,000 or more per candidate.
