The San Francisco Ethics Commission is in the process of determining whether to propose changes to the City’s Campaign Finance Reform Ordinance which would impose limits on contributions to candidate-controlled ballot measure committees and to legal defense funds. A brief discussion of the issue is included under item 1 of this February 18, 2015 memorandum by staff to the Commission.
Commission staff will hold two interested persons meetings to solicit input from the public regarding this possible change as well as any other directly related issues. Staff is interested in receiving input on a number of issues, including:
- The need for this proposed change;
- The ability of candidates to promote local ballot measures under this change;
- The ability of candidates to pay for election-related legal defense costs under this change;
- The appropriate scope of any limits (e.g., amount, per election or calendar year, etc.); and
- The likely impact on candidate and ballot measure campaigns in the City.
