Placed on the November 3, 2015 ballot by the Ethics Commission and approved by San Francisco voters with approximately 75% of the vote, Prop. C established registration and reporting disclosure requirements for persons who make certain payments for communications to urge others to contact City and County officials in an attempt to influence matters defined under the law as local legislative or administrative action. Effective February 1, 2016, persons who qualify under Prop. C are regulated as “Expenditure Lobbyists.”
Draft regulations will be presented at the Ethics Commission’s regular meeting on Monday, February 22, 2016. In preparation for that meeting, and to ensure continuing broad public input into the Commission’s deliberations, Ethics Commission staff is soliciting further comment on draft regulations that have been prepared based on feedback from two previous Interested Persons Meetings and discussion at the Ethics Commission’s regular meeting on January 25, 2016.
