Acting-Chair Flórez Feng called the meeting to order at 10:13am. With Commissioners Yaman Salahi and Karen Bell Francois participating, a quorum was present. Chair Theis Finlev and Commissioner David Tsai had excused absences.
Under Item 2, provided the opportunity for general public comment on matters not appearing on the agenda.
Under its Consent Calendar, provided the opportunity for public comment on all consent calendar items and voted 3-0 to adopt a motion by Commissioner Salahi and seconded by Acting-Chair Flórez Feng to approve the following consent calendar items that required action by the Commission:
Item 4, Executive Director’s report dated August 5, 2024 was informational and required no action by the Commission, but the opportunity for public comment was provided.
Item 5, discussion and possible action regarding the Proposed Stipulation, Decision and Order In the Matter of Neighbors for a Better San Francisco Advocacy and Jay Cheng, was continued, following a vote to recuse Commission Salahi from the item. Under this item, the Commission took the following actions:
- Approved a motion by Commissioner Francois to adopt recuse Commission Salahi from the item. The motion was seconded by Acting-Chair Flórez Feng and approved unanimously (3-0).
Under Item 6, discussion and possible action regarding the proposed amendments to Ethics Commission campaign consultant regulations. Under this item, the Commission took the following actions:
- Approved a motion by Commissioner Salahi to approve the regulation amendments presented in Item 6. The motion was seconded by Acting-Chair Flórez Feng and approved unanimously (3-0).
Under Item 7, discussion and possible action regarding the proposed amendments to Ethics Commission regulations on campaign finance disclaimer requirements. Under this item, the Commission took the following actions:
- Approved a motion by Commissioner Salahi to approve the regulation amendments presented in Item 7. The motion was seconded by Acting-Chair Flórez Feng and approved unanimously (3-0).
Under Item 8, heard a presentation on Campaign Finance Disclosures. The item was informational and required no action by the Commission, but the opportunity for public comment was provided.
Under Item 9, provided the opportunity to discuss items for future meetings.
Under Item 10, provided additional opportunity for general public comment on matters not appearing on the agenda.
Under Item 11, adjourned the meeting at 10:51am.
Draft Minutes for the August 9, 2024, Regular Meeting will be available upon their completion and will be included on the Agenda for a future Regular Meeting of the Commission, which will be made available on the Commission’s website at sfethics.org.
