The below notice was sent to all registered San Francisco Campaign Consultants on September 6, 2024:
At its regular meeting on Friday, August 9, 2024, the San Francisco Ethics Commission passed a set of amendments to the Ethics Commission’s Campaign Consultant Regulations.
Section 1.540 of the Campaign & Governmental Conduct Code permits the Ethics Commission to require Campaign Consultants to file their statements and reports electronically, if the Commission adopts regulations specifying that electronic filing is required.
The passed amendments make two changes to the regulations regarding Campaign Consultants:
- Campaign Consultants will be required to file statements and reports electronically in a format prescribed by the Ethics Commission; and
- Existing regulations permitting Consultants to file Client Authorization Statements via facsimile will be removed, as the ability to fax in documents will no longer be necessary with electronic filing in place.
This change will allow the Ethics Commission to adopt a new, more streamlines electronic filing process for Campaign Consultants that consolidates many of the existing paper forms and simplifies the reporting process.
Electronic filing will be required starting December 9, 2024 for all registration and re-registration filings for calendar year 2025, and any other filings due in 2025.
Quarterly reports due December 16, 2024 (covering the period September 1, 2024 – November 30, 2024) can still be filed using the current paper forms.
The new electronic forms will consolidate the old paper forms as detailed below:
