Executive Director’s Report – September 16, 2019

To: Members of the Ethics Commission
From: LeeAnn Pelham, Executive Director
Subject: Agenda Item 7 – Executive Director’s Report for the September 2019 Commission Meeting

Summary

This report provides various programmatic and operational highlights to date since the last monthly Executive Director’s Report.

Action Requested

No action is required by the Commission, as this item is for informational purposes only.

Expansion of Electronic Filing Tools and Resources Ongoing

Full implementation of new electronic filing formats was completed earlier this month to support compliance by elected officials and City departments with the notice requirements of the City’s contractor contribution rules of SF Campaign and Governmental Conduct Code Sec 1.126. With the Board of Supervisors returning from its summer recess, new digital filing tools to submit SFEC Forms 126f2 and 126f4 are now in use. In developing the new disclosure tools Commission staff partnered closely with the Office of the Clerk of the Board to closely tailor them to support the business process needs of that office for the contract approval notifications required to be filed with the Commission. Both the Clerk’s Office and the Commission have communicated broadly with City departments to detail the new electronic filing tools. In addition, at the request of the Mayor’s Office, I provided a brief overview of these new filing tools and resources as part of an Implementation Update on the Anti-Corruption and Accountability Ordinance presentation (see Attachment 1) during the Mayor’s monthly Department Head meeting on September 11. That overview also provided links to the Commission’s webpage where disclosures from filed contract approval notifications can be accessed publicly.
