  • Chair Ambrose called the meeting to order at 9:34 am. With Commissioners Yvonne Lee, Daina Chiu, Larry Bush, and Fern Smith in attendance, a quorum was present.
  • Under Item 2, provided the opportunity for public comment on matters appearing or not appearing on the agenda.
  • Under its Consent Calendar of Item 3, unanimously (5-0) adopted a motion by Commissioner Smith, seconded by Commissioner Chiu, to approve the Draft Minutes of the Commission’s October 9, 2020 regular meeting.
  • Under Item 4, heard and discussed presentation by Controller’s Office on the Controller’s November 5, 2020 ReportPreliminary Assessment: San Francisco’s Debarment Process. No action was taken as it was provided for informational purposes only.
  • Under Item 5, heard and discussed presentation by Controller’s Office Whistleblower Program Staff. No action was taken as it was provided for informational purposes only.
  • Under Item 6, heard and discussed Staff report on Phase One of the Government Ethics and Conflict of Interest Review: Behested Payments. Unanimously (5-0) adopted a motion by Chair Ambrose and seconded by Commissioner Smith to support Staff’s first recommendation in the report and to communicate this support to the Board of Supervisors and the public.
  • Under Item 7 heard and discussed the monthly Staff Policy report. No action was taken as the item was provided for informational purposes only.
  • Under Item 8, heard and discussed the monthly Staff Enforcement Report. No action was taken as the item was provided for informational purposes only.
  • Under Item 9, heard and discussed the monthly Executive Director’s Report. No action was taken as the item was for informational purposes only.
  • Under Item 10, discussed possible items for future meetings.
  • Under Item 11, unanimously (5-0) approved a motion by Commissioner Chiu and seconded by Commissioner Smith to assert attorney client privilege and meet in closed session. The Commission entered closed session at 1:47 pm. The Commission returned to open session at 2:18 pm. The Commission unanimously (5-0) approved a motion by Commissioner Chiu and seconded by Commissioner Smith not to disclose information discussed in closed session.
  • Under Item 12, provided the opportunity for additional public comment on matters appearing or not appearing on the agenda.
  • Under Item 11, adjourned the meeting at 2:25 pm.

Draft Minutes for the November 13, 2020 regular meeting will be available upon their completion and will be included on the Agenda for the Commission’s next meeting.
