San Francisco Charter Section C3.699-11 authorizes the Ethics Commission to “audit campaign statements and other relevant documents” of campaign committees that file with the Commission. San Francisco Campaign and Governmental Conduct Code (“C&GCC”) Section 1.150(a) requires the Commission to audit all committees of candidates who have received public financing and authorizes the Commission to initiate targeted audits of other committees at its discretion.
In connection with the November 5, 2024, election, the Commission selected 34 committees for audit.

The Commission initiated 7 “priority audits” of committees of various types listed in the table below. An initial six committees representing the highest spenders in the 2024 election cycle were selected in December 2025, followed by an additional audit of a multipurpose organization in May 2026.
